Paramount to land development today is an understanding of how under-valued curb parking and off-street parking requirements have negatively impacted the fabric of our communities. Visionary owners/developers must step-up and be first to demonstrate to their peers and city agencies how to emancipate themselves from required parking and lay the groundwork for many small, but significant reforms that will follow from the understanding that “free” parking has a high cost. Off-street parking requirements are obscure, ambiguous and cumbersome; an elaborate structure with no foundation and they hide the cost of parking in everything else we consume. The requirements collectivize parking so that everyone pays for parking whether they use it or not. Free travel encourages more single-occupant vehicle travel and less travel by carpool, on foot, bicycle or public transportation.
